He knows that the Ukraine military know they have lost the war. Kharkiv is about to fall and Ukraine has run out of soldiers. He also knows that NATO, in a pathetic attempt to hide its weakness, is on purpose escalating the war (letting missiles and warplanes target deep inside Russia). This will force Russia to use tactical nukes and wipe out all the bases used in Ukraine. It is a legitimate act of self-defence, as stated in the Russian nuclear protocol. So they will do it.

Unlike the criminals in Washington - who dropped the atomic bomb on innocent and totally unsuspecting civilians in Japan without any warning, under the pretext to end a war that defacto already had been ended by the Soviets, Putin is giving Ukraine a last chance to save their country and people. It's the only decent thing to do. Unlike the US prostitute-loving lying coming president, or senile and spineless current one, Putin is a man of honour.
