You are missing a dimension...time.
Yes massive social cognitive dissonance will prevent society from taking action now. But in time a tipping point will be reached. (usually at around the 10-15%)
So the best action I can think of is:
a. actively support and work towards the future you want. For me, that is advocating the Economy for the Common Good platform for shared societal values (https://www.ecogood.org/what-is-ecg/ ) and to update democracy to Systemic Consensus (watch Christan Fleber use is from minute 12:00 onwards https://www.youtube.com/watch?v=dsO-b0_r-5Y )
b. start now investing in a smart plan B to be able to weather out the time it takes for the majority to finally catch up. For me, that means buying a plot of fertile climate change resilient farmland (with its source of water) and setting it up for agro/regen-foresty.
To quote Maya Angelou “Hoping for the best, prepared for the worst, and unsurprised by anything inbetween”.
