Wow, what incredible short-term and short-sighted thinking.

Staff shortages have historically always been the US's driver of innovation and prosperity. Add to that the recent development towards a post-fossil fuel society meaning the population size will have to start matching that of the land's carrying capacity... means the door-wide-open policy you propose will have a devastating effect on the future of Americans.

If you want to spend money...spend it on educating the current population to a much higher standard. It's a far wiser investment to create a better future for all Americans, many of which are today already growing up in dire poverty and have too few opportunities to improve their standard of living.

Cheap labour has always had only one single purpose: to make the rich richer and externalise the consequential costs towards the rest of society. Yes, it's a rather hard and very uncomfortable truth. Logic usually is.
