= Ukrainian government officials ordering and overseeing the violence. Do you register that.... not Putins words, the UN's...

The Ukrainian officials violence was against anybody suspected of being pro-Russia. Technically that's a minority. Unless you mean to say that the majority is pro-Russian. Semantically then you would be correct.
