The elite are quite comfortable with the idea that they can buy their way out when the times come. My guess would be: nice and safe offshore. Wait until the unrest is killed off and then perhaps return.

But the most rational solution would be to get rid of all the excess humans. Genetic engineering over one or two generations ought to make that feasible. As Harri pointed out, with AI and robots most humans have become superfluous. Redundant extra's. Mostly a messy waste of space.
