That is exactly what Minsk 2 was all about. Even Merkel admitted the West never had the intention of honouring it. It was just to buy more for NATO to train the Ukrainians to do exactly what they are doing now: waging war.
"Baiting Russia to extend herself" was the US agenda layed out on paper by the RAND Corporation already back in 2019. Guess where we are today. Now their little Ukraine program is running smoothly, the US are prepping their next victim: Kazakhstan.
