That is a perfect example of in-the-box thinking. I'm from Holland but grew up in the Anglosaxon world and here I see the same system at work. Prof. Geert Hofstede* defines it in his dimension map of Masculinity: NL and N are typical consensus-oriented societies.

As with all systems, they operate well within specific boundaries but, once outside, rapidly lose their validity. In the N & NL case, the pressure for group conformity is tremendous and dissent means ostracism in one of its many forms.

These societies are very harmonious if the amplitude of change is not too big and there is enough time to slowly absorb and adapt. But if it's not they end up delaying the necessary changes. Tesla wasn't invented in hydro-power-rich Norway and the Dutch were totally incapable of defending the civilians under their care in Srebrenica. We have here a PM, who will be in office for 16 years, who is vocally proud of his total lack of vision in an era of great transition....
