Sociocratic governed organisations use a tool they call "open gossip". When a position becomes vacant anyone in the concerned unit, not only managers, discuss the required qualifications needed for it and propose anyone they think could be the ideal candidate.

Then the interesting part starts: the open discussion of why or why not a certain candidate qualify. People on the shop floor usually know their colleagues better than management:) Sometimes certain employees don't realise they have the qualifications, but their colleagues do, and can candidate her or him.

What makes this open gossip safe is that the final decision of who wins is done by collective vote of no objection. Everyone has a voice, which also largely increases the level of acceptance and succes in the new position.

ps 2. consent is not the same as consensus.
