Intelligent governments (and people) think well ahead and act wisely. Take Indonesia. They have already decided to move their capital from coastline Jakarta to inland East Kalimantan. They will not let their survival be dictated by deadly nostalgia. So they have already reallocated their societal resources wisely.

Being less rich sometimes has the big advantage of having less choice. It's going to be fun to watch rich Western cities like London, Amsterdam, Copenhagen, NY, etc hopelessly struggle to try and come to terms with the new reality they are to blame for.
