I don't think you properly understand the intelligent role of charity in a highly exploitative society. The subtilities and effectiveness of which the imperial English were and still are absolute masters of.: to keep the population in exploitative submission.

An elegant balance between the fear of falling lower and the trickle of hope life might get a little bit better so that those at the top "with this humane face" can stay where they are. Unlike in France where this problem was solved, the British aristocracy managed to hold onto their land titles and continue to exploit the British population and others for centuries,: the Irish, the Scots and their colonies (and now including the Global financial markets)
