Applying force is very costly and it never works in the long run. Never ever. Not unless you are prepared to wipe them all out, leaving no exceptions that may come back and harm your interests at some later stage. By doing so you lose money, your cheap labour and the markets for your exploitation. Hence force is the exception to the rule, never its measure.

The elites know this. They are brought up and trained to know. Trained over centuries, their cultural systems are refined around it. It's brilliantly subtle, multi-faceted and optimally effective.
